Common Language

I was watching European Journal on DW-TV last night and the programme highlighted the problem of a social divide in Belgian. Apparently, there is much hostility between the Dutch-speaking Flemish and the French-speaking Walloonians, citing language difference as their barrier for social understanding. Besides Dutch and French, the other commonly spoken language is German.

Anyway, I was just wondering what can be so difficult for them to implement a multi-lingual policy in the country - something we take for granted.
